Luis Carlos Galán Sarmiento (29 September 1943 – 18 August 1989) was a Colombian liberal politician and journalist who ran for the Presidency of Colombia on two occasions, the first time for the political movement New Liberalism that he founded in 1979, than 1990 for the liberal party.Galán declared himself an enemy of the drug cartels and the influence of the mafia in Colombian politics.After receiving several death threats, on August 18, 1989, Galán was shot to death by hitmen hired by the drug cartels during a campaign rally in the town of Soacha, Cundinamarca.The investigation into his assassination remains unsolved.

Enrique Low Murtra (Bogotá, March 23, 1939-Bogotá, April 30, 1991) was an economist and Colombian lawyer, who served as Minister of Justice between September 1987 and July 1988. He was known mainly for his fight against drug trafficking in Colombia, a phenomenon by which he defended the extradition of Colombians to the United States for the commission of this crime, which made his phrase famous: "My voice might temble, but not my moral." For that reason, he was assassinated on 30 April 1991 at the exit of the University of La Salle in which he served as dean and teacher.

The Post Office Department issued U.S. #852 in conjunction with the Golden Gate International Exposition – and on the same day it opened. The Exposition was a World’s Fair, celebrating two new bridges – the Golden Gate Bridge (opened in 1937) and the San Francisco-Oakland Bay Bridge (opened in 1935).  The stamp shows the “Tower of the Sun,” which symbolized the “Pageant of the Pacific” theme. The tower rose 400 feet high and was surrounded by four statues representing Science, Agriculture, Industry, and Art.
